I'll see if I can explain it clearly. Let's say you record a video of a tree falling down and smashing somebody's car. Legally, you own that footage. You have the right to say if anybody else can use it or not (unless of course it's considered fair use). Same kinda deal with recording sirens. Some people are more strict when it comes to copyright (the "you MUST first ask permission to use or else you will suffer consequences" people). Some people are more lenient (the "feel free to use as long as you credit me" people). And then, some just don't care. Evidently, this guy cared very much about it. So much so that he flat out just submitted a takedown request.

Can someone please explain this to me? I see a lot of videos from people (In the USA) having sirens in their backyard. Prob mechanics or siren geeks. Are these people only allowed to test them on certain, special days? Or do they ask the local government/fire dep to test them? if it's the last option, how do locals know this?

There are many different situations. - Some people live in very rural areas, where they have no neighbors for miles. In this case, the sound from the siren is hardly noticeable from far away. - Some people test their sirens concurrently with the local city/county system. - Some people have communicated with their local government to activate their sirens in case of weather emergencies.
