ACTUALLY... There is the Mose (Moses) project. A system of moving dams of the cost of 5,5 billions, still in developement and that is never going to work because the criminal organizations benefit from that: corrupt politicians will be financing a crooked business to fix a doomed project. Look for more videos about tourism in Venice and you'll find out that the city is reshaped as a theme park for tourists, while citzens feel abandoned and leave. Venice is down to 45k citzens now, it was at 120k just 35 years ago. Things like this explain why the 5 Stars Movement is governing now: as bad as they are, the hope that they might be honest at heart is enough to support them a lot.

Venice has always had floods. They are caused by the Winds. Like the flood in New Orleans due to Hurricane Katrina. Sea levels haven't risen significantly due to global warming yet (Just because it's gotten half a degree warmer the ice sheets won't start melting). When the floodgates of the Lagune are finished in a few years, there won't be any floods.
