Can the new spindle set up fit on a new Mach z?

No the new a arm and spindle kit won’t fit on the four stroke, but the RX Ski should. You may need to wait til 2026 to see if the four strokes get an upgrade, and even then I am not sure if the body panels on the gen 4 Mach z will allow the upgrade.
