Skills Assessment information - Trade Occupations

I have a question, I would be happy if you could help me. Someone graduated in 2021 and now has a temporary bachelor’s degree to use in her home country, I would like to know if it is possible to submit an assessment for a skilled worker visa to Australia with this temporary degree? And is it possible for her to provide her encyclopedia when the visa comes? You can be absolutely sure that she will give you the encyclopedia of the bachelor’s degree when she gets the visa.

My occupation is Fitter general (323211) and i am willing to do my skill assessment through vetassess but currently I am working in the government of India's defence sector so I cannot provide video and photo evidences for skill assessment. Is there any other way to do skill assessment without photo and video evidences.

I am in same occupation and pictures and videos are not allowed as that's central intelligence department.
