It's not the eye makeup, it's the pigmentation that she got from using a new lash serum, she's shown it in her stories many times that her eyelids have been pigmented due to the serum

First, it is good to cleanse and then wash. Makeup is not usually washed with merely a face wash. Second, cleanser also works as a face wash. Washing is not necessary.
