To me it sounds like: "Sky-King - Sky-King. Do not answer, [? "the current time" ?] 0-7 , authentication: Sierra - Golf. This is baseline - out." Sounds to me from the context of the message, this message is being sent to the receiver as an update, keeping them in check with their timings [0-7 might be referring to 0700] as well as updating their pass phrase which they may need to enter certain airspaces or confirm their landing. I have experience with military radios on the ground, not completely sure how procedures change in the air. From the voice of the operator, this also is likely traffic being used on-base, likely in a training scenario. Chatter one hears in NATO airforce footage tends to sound very similar in vocal range as to make it easier to "read", and also tends to take up less traffic time than this short message which likely could have been spat out a few seconds shorter than this recording.

07 is the number of minutes past the hour. The time that they give in a skyking message is always in minutes past the hour.
