half the drains are collapsed deep underground my good friend is a civil engineer he has told me many times that if the public knew the state of the infrastructure beneath their feet they would demand a refund on their council tax for the last ten years the simple answer is new homes are being build but the inadequate drainage systems are not being improved or maintained to cope with the extra demand, roads and pathways speed up the flooding the street drains are overwhelmed by the sudden surge of water from the run off and the system does not have the capacity to cope so drains back up and overflow and some collapse because the pressure washes them out, not helped at this time of the year by leaves falling from the trees and adding to the clog, local councils allow private developers to build housing estates they only build the drainage systems for the estate out with that zone the developers don't care. I live on an avenue flanked with Oak and Ash trees the leaves cover the street like snow, the council don't bother their backside to clean it up until someone complains or it floods, last winter our residents association grouped together to clean up our own street we swept up the leaves and bagged them at the end of the street we informed the council to uplift it, we have not had any floods this year thankfully, unfortunately we are all on our own because the council say they are cash strapped yet the councillors always manage to pay themselves handsome bonuses..

Same thing here, there is a stretch of road next to a stream and flood plain that gets cut off in every direction due to flooding every single year, stream hasn't been dredged in 20 years because the council says the floodplain it passes through is a wildlife habitat and won't touch it for environmental reasons, what they have done however is add 2 new build sites for new housing, the latest one is directly on top of the section that gets flooded the worst. The new houses built a few years ago on the other side of this floodplain were also under water last year.

Yep same in Bedford. They have built over the north side of the River Ouse where it curves around between the North tip of Kempston and the A6, which is a huge flood plain. And why nothing has been built on it, ever. It has already flooded twice since they built them. The council knew it but they approved them anyway. Absolute morons (or more likely, corrupt). It floods on the south side as well, but the much older estate on the Kempston side is uphill.
