doug, for reference, the way a quest NPC like Alduin works is that since he is only necessary to have enabled for certain parts of the game, he's already automatically disabled by the game whenever he's not meant to be visible. this is cuz it wouldnt be useful to have him permanently active if he's only going to be on-screen every so often. this is also backed up by the fact that there are several copies of important quest NPCs in the game files, since sometimes Alduin is meant to be part of a scene and others he's meant to be fought. this differs from other essential NPCs like general tullius, who are meant to always be available so that the world feels more alive, since the player can interact with people in any part of their daily schedule whenever they feel like.

For future playthroughs, at the beggining beheading scene there is an invisible box around the player that you first need to use "disable" or "tfc" to go around to click npcs, then there is a second invisble box surrounding the executioner and the dying stormcloack during the animation. So Ulfric wasn't invulnerable, just you didn't click him, because from where you stand he is obstructed. It may also be ambient light shafts rather than an invisible box.
