I think some of the lore in one of the games (possibly Online) indicates that the Khajiit honestly don't view what they do as stealing because Khajit don't really have the same concept of "personal property" as the other races. It's left a bit ambiguous if they believe things which aren't being used actively are fair game (which includes most valuables as you don't really USE them, per se), if they believe that things CANNOT be owned, if they just believe that things belong to whoever wants them badly enough to take/keep them, or if it's some combination of the three. They clearly understand it well enough to know they'll get in trouble if they get caught, so it's also possible this bit of lore is not accurate (as Bethesda has gone on record as saying that no in-game source of lore should be assumed to be gospel truth)

my brother plays khajjit but he plays it as a shield and armour type and it irks me soo much I play nord and imperial, mainly because those are the only two races where I managed to make a goodlooking character

Gar Tahk I play Khajiit as everything but my favorite playstyle is with a bow. But I also have one character who is a berserk and a mage who mostly conjures weapons like bows or one handed swords.
