I do like the lore of the "Thief in (Hold Name)" missive quests. According to the laws of Skyrim, crimes are tracked between the holds separately. Meaning a person who murdered someone in Falkreath is wanted only in Falkreath, and can walk around relatively freely in other holds. This is why victims of thievery with their suspect in another hold put up a private bounty for travelling adventurers. However, because of how Skyrim's bounty laws work, anyone can hunt down these wanted people. Anyone. Which means even though the guards of, say, Whiterun, couldn't arrest the murderer from Falkreath as a law enforcement action of Whiterun, a Whiterun guard can get some of his mates and track down the murderer and either kill or capture them as private citizens. The only restriction is they probably can't do that while on duty. Not unless the murderer walked right past them AND they know who they are. In which case, it's debatable if they would be legally allowed to place them under arrest. They might be able to, but they'd probably get into a bit of a bureaucratic nightmare on where to house their detainee. But maybe that's how Lod figured out the thief in this instance was in Whiterun hold. He got a tip off from the Whiterun guards. Guards might have an informal system where they're told about criminals from other holds as to know to keep an eye on them for if they strike again in theirs. Although I'm not sure if guards from Falkreath would get along with guards from the Rift, as their holds are actually at war. Which brings up a whole 'nother issue about this game. Imperial and Stormcloak aligned holds not having their personal soldiers fighting each other despite being at war. The only exception being Whiterun, which is officially neutral.

Huh that's interesting. So are bounty hunters or mercenaries justified in killing a criminal wanted in say Falkreath, while said criminal is in another hold? Where would the law stand on that killing if he had no bounty in that hold? Would the mercenary become wanted for murder?

@@JacobyWakeby There's actually an in game example of how it works. If you have a high enough bounty in a hold, you can be approached by a bounty hunter who will demand you pay your fine to them. I think you can also surrender and go to jail, but I'm not 100% sure. They can appear when you're in the hold you have a high bounty in, or in any other hold you are present in. If you resist, they will enter combat and attempt to kill you.

Next series. Skyrim but as a blind monk pilgram. Get a mod that limits your vision save for the area directly nearby. Itll force you to use map knowlege, combat will be up close and personal with fist or quarter staff mod. And your goal is to travel to each shrine in the realm of all the gods and Dadra. You also cannot carry more than 350 gold at any given time. You most give any and all beggers/pilgrims coins when you encounter em. Think it'd be half challenge half roleplay for you.

This is great, Jacoby! It is very interesting to play my retired imperial Forrester Nord ranger turned farmer and see where you take your character and I take mine. I have installed a mod called Skytoxine, by the way. You'll tread very lightly around creatures like frostbite spiders, chaurus, Falmer and spriggans with that mod I can tell you!

so.. feindal is actualy.. smart..you dont use bows at close range.. they dont build up enough power.. that's why npcs in every game where they have a close range weapon pull it out when you get close.. if the arrows dosent clear the bow they could justy grab it and stab you with it granted they may injure their hand.. but any archer would have a dagger or short sword for use when the enemy gets too close.
