For a foreign student who rents a place to stay would need about CAD$85,000 a year to be able to study and survive. Majority of foreign students are from rich and affluent families and the real struggling ones are in the minority. These rich parents got PR status first before sending their children to study in Canada to be able to get the government subsidize tuition fees then returned back to their countries without contributing anything to the economy. This is what is draining government money. The difference in foreign students tuition vs government subsidized tuition is about CAD$35-$40k a year depending on the course. If the parents who has PR status sends two kids to study in Canada the savings would be about CAD$80k a year for both. This savings would be use to support their living expenses while studying. In short the government paid for their existence in Canada.
