I don't think the Holy Nation is necessarily racist, it's more like they're xenophobic. They leave you alone as long as male human has the desert bible with him, even if you have sheks or hivers. I haven't played in a long while, and I've forgotten a lot of stuff to be honest, but I'd say it's not so much they hate non humans, so much as they hate non believers. Sheks and hivers are way less likely to become okranites because of how their societies work, and that's probably why the HN started disliking them.
