Try to tap tempo of the vocal track and apply tapped tempo to your arrangement. In case if you want to do reverse thing - you should search for vocal pitch shifter/speed changer but this way you will lose a fullness of vocal timbre, because speeding up/slowing down is always degrading the waveform of sound
