Tugs have horizontal prop shafts making the props about 95% effective. The ice is broken by the weight of the tug not the push of the prop

Having pushed a bit of ice here and there....I can say that the ice breaks from the push, until it does not....and THEN the props push the bow of the boat up onto the ice and the weight of the boat then forces the crack. If the ice is rotten, like that in SE Alaska in the spring....you may get lucky and crack a nice lead....and can then follow that.
