Bullet time helped make that movie the iconic story it is today. However, the blowback from such a successful technique is that it gets copied by subsequent filmmakers in follow on films and from 1999 and on, western filmmakers have abused the slow motion technique to the point of idiocy. Any Zack Snyder film can easily have upwards of 20 to 25 slow motion scenes. It becomes a crutch. A placeholder for what could have been more story beats in your run time. Fuck slow motion now. It severely interrupts the pacing of the story and is used as filler for what could have been a more fleshed out film. Slow motion, used well, enhances the visualization of the story. But when it's used too much, it detracts from the pace and becomes a tool to show off instead of being used what is supposed to be used for: Highlighting a climax or tension. But if almost every single action scene in the entire film is in slow motion....it's fucking boring as shit. It underestimates the audience and what they can follow. Try to imagine watching a football game with a legendary line drive....but all of it in slow motion. Sucks right? You'd change the channel if you had to watch an entire game in slow motion. But if it's used just during key highlights...then its fun to watch. You see? Slow motion was used correctly for the Matrix. It is used poorly in so many other movies.
