I got a claim subbitted but struggle to serve the pappers, how hard is it to get permission to eserve them. Or I know where the persons father lives, and it's just a few blocks away from the person.

I am sueing EDD do I sue La County or the EDD office where iive where I filed my claim. My appeal was heard in LA office of appeals. Should I include the appeals office on section 6.
