I already looked into it and it will not work, the land is worth almost nothing already and anybody that has enough credit or money to buy or build a brand new house doesn't care about a few extra $1,000 for land so the only people that it would attract would be people that would want to build the house themselves or put a mobile home on the lot if they allowed that then their town would grow almost triple overnight with a bunch of millennials wanting to homestead

Umm, they are built with basements that also act as storm shelters. A concrete foundation and a concrete slab over the foundation. It's a part of the building code.
