I mean, yeah. In a sense. But if you're playing with a coordinated team, your teammates will know how to leverage the lane pressure they get from having minion advantage to make-up farm with kills and invades. Your teammates will still be behind what the would normally, but the free objectives, camps, and free lane pressure can help mitigate that loss in farm tremendously. And if the enemy team doesn't know how to deal with 3-lane proxies and they all get distracted chasing Loki around, they also lose farm by just being inefficient in movement and camp clears. Combine those two together, and you basically don't lose farm at all.

Let me tell why this strategy is bad. 1. You are a tank you need to be tanky 2. Supports get guardians blessing so that they can put their adc ah head and still not lack behind in gold. 3. You are poxying the farm of mid and solo who are supposed to level up faster 4. There is no use if a support gets leveled up faster because other imp roles are falling behind Conclusion: if the game gets prolonged to like 35 mins where everyone is level 20 but you have a full damage Loki as a support. You are fucked
