The major concern for having their personal family and friends on stream is unintentional doxxing of sensitive information and since The Ravencrofts are well behaved, it's not a major issue for them. I think Pekora had mentioned that before they allow her mom to appear on her stream, she hat to go on a bit of training to know what she could and could not do on stream. I'm pretty sure they have like a guideline or a handbook for non-streamer guests to learn from before appearing on livestreams.

The details are fuzzy but Nerissa has mentioned she was training her mom on what she could and could not say or do for their stream, so I am not sure there are "official guidelines" in place at the moment besides common expected things like mentioning irl names or locations. I think Nerissa also has mentioned that she had these types of talks with her family when she debut or was about to debut since they lived together, and she mentioned in passing that as her time in Hololive passed, her family loosened up to the point where we could hear them in passing due to all of them needing to live together and communicate. I do hope that management or the higher ups that were worried, are open to the idea of advance notices not being super crazy in advance given, that sometimes family will just pop in for one reason or another when living in close proximities.

Their primary concern is probably that, if they aren't careful, it could be construed as Cover exploiting the family member as an unpaid employee. Obviously Cover doesn't want to open themselves up to getting in legal trouble over wages or privacy or whatever else, so there's most likely some boiler plate type stuff they have to go through with any family members who will habitually appear on stream. It's just good praxis.

I think some people are misunderstanding it. They aren't saying she CAN'T. She just has to ask first, which I'm sure they will respond with a "Yeah sure, thanks for asking,". And I'm 100% positive the other members who had their families on, asked beforehand. You also have to remember these family members may slip the vtubers real names by accident, so they gotta make sure that won't happen. It is odd they didn't notice she was doing it until now though, that's on management. But they aren't saying she can't.
