This theme fits perfectly for the post-apocalyptic wasteland. It sounds like a calm breeze that's otherwise still and unmoving, lost in time, which, as we know with from real life nuclear disasters, is very much how the areas around feel, and this theme just captures that feeling perfectly. You can just imagine the breeze going through the abandoned, depreciating buildings in Shinjuku when you return, unlike the hustling area it was prior.
