She confirms that she knows 16 was modeled after her son. Its on a Android 21 arc cutscene, but she only mentions it if you pick a certain dialogue choice, if you choose the other option she keeps it very vague and only allures as to why she loves 16... weird for the game to do that tbh

But how did Android 21 come into existence? The Z Fighter's detroyed Dr. Gero's super computer and cell gathering tracking device during the Cell saga

nice video but it's kind of been retconned now. 21 was only modeled after her human counterpart but much like android 16, she isn't exactly her. since she was a new type bio android like cell she had to have been grown by gero. Her human counterpart on the other hand died long before Gero apparently.

@Damarko Moore. I have a better question and i NEED the answer. How could A21 be the wife of Gero and mother of the human A16 was based on when she is also not even 10 years old. See how her story contradicts itself? Okay her life as i know it: She grew up as a human then married Gero and had a baby with him which A16 was based on buuuuuuuuuut then she became an android and is somehow now technically a little kid despite having an adult body and living her human life all the way into adulthood.
