That looks like a stretcher or a wheel less wheel barrow. The notches would keep your tie down lashing from sliding. Just what came to mind. Could be what the local serial killer hauls his prey in on, glad he didn't get you bud. Thanks for the video.

Exactly what I thought: a "sled" to drag gear and supplies, with notches to hold lashing in place to secure the load.
