Well, Tick as a level 1 is not that bad. You may get jumped a lot by assassins because of the lack of a gadget but Tick's sole purpose is to zone out the enemy. And be annoying so the level doesn't matter a lot, Unless you play with randoms.

I was playing cordelius in solo showdown, the entire lobby was teaming except fro one guy playing as shelly. We got rid of her and just kept spinning until the smoke closed in.
