12:49 Sir I think within the Vowel unit, the vowels can be arranged as (A, O, E) in 3! ways and {C, P, S, T, N} in 5! ways so total arrangements = 3!×5! thus the answer should be 720. please correct me if I'm wrong

You are right about the first part. But vowel unit can also be rearranged with other consonants...hence 6!x3! for eg. CPSAOETN is also eligible and AOECPSTN also. So vowels unit must be arranged with consonants as well.

Depends on the language of the question. The question clearly states 5 and 2 are repeated twice. So it is a clear case that we have to use given digits. Each can be used at Max once in a number.
