So, Russian 2nd league, juniors, university team games etc don't charge anything at all, you can just visit at many cases. There would be just friends and relatives of the teams most of the case and a stadium which only functions in warm period and seats under several hundred people. Also works with most other sports, it's easier with football just because a minor stadium is basically an open pitch. Security? No money for serious security anyway. Once or twice I just walked in for Moscow Region figure skating cup or so. Juniors (so called KMS - candidate to masters of sport) are pretty interesting to watch.
