Rammus depends on the early game going well and typically he’s way too squishy before he gets sunfire, boots, and thornmail. Also, Rammus is great at engaging but that’s about it against a team comp that has Maokai = double root, knock up. Jinx = Slow and root. Tristana = Rocket jump and knock back. Ashe = Slow and stun. K’Sante = root, stun, and knock back. You think in a professional level game that anyone is gonna let this Rammus anywhere near them? Wukong was a way better choice he can engage and disengage for his team with his R alone.

The first wave isn't "wako coded to fight themselves" it's wako coded because riot wanted to remove wave pulling/manipulation on the first wave. It's weird because this never got the attention that the dumb jungle starts got (eg: yi+taric) but you used to be able to instantly get your lane pushing for free and if you where a bully champ you would have permanent pressure for 10min.
