i cant do it i have cut the communications i have done rail station i found all the film reels i poisoned the food but there is no sign of hitler anywhere

Same, all NPCs are dead, all poisons and explosives planted, no Hitler.

If you don't spook any of the soldiers, he'll be hanging around at the filming set, close to his car. As you get there, a convo with an officer will be triggered and then he'll walk off, but he stays in that area. If you spook any of the guards Hitler will go hiding from you.
