Kanye and his extremely bloated sense of self-importance became a huge target for comedy at the time. I think the joke here is either that she should've bit the bullet and hired Kanye (even though he's ugh), or that Kanye's ego is so high that he probably wouldn't take the job without an insanely massive paycheck (might be a stretch but there's another line in the song that goes "this beat cost a lot of money").
