Can't you imagine how close they could've been. I love their good moments. I really like when Regina has a motherly type moment with Snow and Emma, Snow especially. I really hope they grow closer to how they've could've been as the show continues.

Technically no because marriage vows end at til death do you part and Regina is free to remarry. That can still have that bond but legally they aren't stepmother/stepdaughter

Queen Elsa of Arendelle Technically yes because once you are the step-mother, you're the stepmother. Leo died, they didn't divorce and even sometimes in divorce they still have that role. Besides, season 2, Snow said Regina was Henry's step-grandmother and if she wasn't her stepmother and she didn't love her like that, I think she would've let Regina die or just let her go a long time ago. She didn't have all that tolerance for every other villain.

My favourite non romantic ship on the show. They have some amazing scenes together and now in 5x13 when Regina talked to Snow, it shows how much they have both evolved! I also love the moments where Regina acts as a mother figure towards Snow especially in 3x18 and 3x19
