It's used by the police, the firebrigade and the ambulance to show other motorists that it's an old accident and that the police, firebrigade and ambulance have been there and checked the vehicle so that the 911 operators won't be flooded with emergency calls about the incident.

In Norway, it's 5mm on all wheels and axles on trucks and trailers, and they all have to be marked M+S, MS, M&S, M-S, «mud and snow», 3PMSF or "3 peak mountain snowflake" if you have studs, both tires of an axle has to have studs, if you have duelies you can have one studded and one non studded on each side, you are required to carry Seven sowchains, one for one steering wheel, four for the drive wheels (two if you only have two wheels on the axle) and finally two for the trailer. When the weather is bad, all two axle trucks are stopped on the border, and a tripple axle truck is required to be allowed to enter Norway... This is so you can put more load on the rear of the truck and shift the weight over to the drive wheels by lifting the third axle in order to get traction. Any violations means an instant ban, you are not allowed to move the truck/trailer until it's fixed, and you will get a steep fine. In bad cases, you will be banned from driving in Norway, and you can be expelled/banned from entering Norway for several years.. :)

not quite as you say tho. 6x2 trucks not rigget the nordic way are much worse in the snow then a normal 4x2 truck. the so called winter tyre law is just down right bullshit. rock hard construction tyres are marked m+s and therefore legal in the winters. worn down to 5mm they are slicks. and still legal.

The biggest difference is that when us Scandinavian drivers end up in the ditch, it's rarely because we have bad tires and the wrong type of truck (two axle trucks) . Foreigners are 50% more likely to have an accidents in Norway than native Norwegians. That's saying something considering how many miles a Norwegian driver does in Norway.

Try that argument if you drive in Norway, and see how far it gets you, if you get pulled over by police or road authorities, you will get an instant ban... Try going downhill on slick roads, preferably with steep bends Try breaking with an empty trailer, full truck and water on ice conditions. See if you need winter tires. Or better yet, just put winter tires on the trailer in the first place, and trust the smart people with experience.
