You may get an error that says along the lines of a refural was returned from the server. You can encounter this message in windows 7 and later I think. But that means that microsoft probably broke accessibility for earlier versions of windows insider builds. Why? I don't know! I even checked eas of access, but nothing? There is a option to turn it on, but it doesn't start! Its possible that some of the system files used to run the windows 10 insider preview OEM are corrupted, or maybe it might be something else. I think this also applies to some windows 8 developer preview builds.
