I would recommend a tuba stand as the best solution to your ergonomic problem. I often use a stand just to keep the weight off of my legs and always be setup at the right height. A simple and cheaper solution that some people like is using a foam yoga block cut to the appropriate size. While that will work, I think a tuba stand is a better option.

I recommend the neotech brass sling. Just get it set up so tight that it holds itself up with one hand or less. Might take a while to find an arrangement that you like, it should be decently cozy at that point. Also mad jealous that you have a repair shop that will give you the time of day.

A professional tuba/euphonium guy came to my school last week (he was in the area for somthing else so he stopped by) and he mentioned somthing about putting a small sort of block on his lap to make his euphonium the right height, not sure exactly what he used but might be an option. also I notice there's no 4th valve is that normal on Eb tubas?

Since I didn't see anyone answer this, I will. it's normal to see tubas with 3, 4, 5, or even 6 valves, regardless of key. Of course 3 and 4 valves are the most common, at least at the student and hobbyist levels.
