Definitely, targeting the milestone multipliers is the regular strat, something you figure out in a few minutes of playing. There might be a pro strat where "donuts milestone isn't worth it for just billionaire, get exactly this many to buy shrimp and go until billion" but I'm not sure that exists and that's clearly not what he's doing.
