actually Guy can use Ninjutsu he just prefers to use Taijutsu instead. For example, he can do summonings which require chakra and are ninjutsu. i think it was stated once but i dont remember when. Rock lee on the other hand cant do any ninjutsu

But then this episode vs Madara wouldn't have been nearly as hype. Obviously any form of Madara > Pain. But yeah guy is not stronger than pain. Gate of death is stronger than pain, but it's a one time technique.

And might gai was able to do more damage to a 10 tails jinchuuriki madara then what the others were able to do. to clarify with the shark guy just in case you see this. 1. his backstory was that he was guarding a team with a lot of Intel, and he was charged with not letting other Shinobi get the Intel, so he killed them after he couldn't protect them. 2. this fight he did kill himself at the end, but still put a trap in the scroll so it would get to his organization.
