Its not like lightning rod is a bad ability it gives you an immunity to a common attacking type and bonus special attack but one: you dont need an ability to be immune to electric like you do for water, its also not guaranteed value like swift swim(if you know what you are doing in the builder) or speed boost. I think thats the biggest issue is the abilities value is completely out of your hands.
