Business rates. If the local council has their eye on converting some indie grunge bar into luxury apartments all they have to do is whack up the business rates to "market level" then wait for the proprietor to leave, sell or go out of business. It's how gentrification in any city works. Bunch of people make a shit poor place interesting and desirable, people want to move there, rents and rates go up, original people get turfed out and have to move to somewhere shit poor again. This is what happens when you let the Enclosures acts happen.
