If you are going to count to 123 123 in a Waltz pattern, how come you have never counted a whip 1-2 3&4 1-2 3&4? What I never could understand is some teachers would teach a Bachata, Salsa or a whip in WCS and count to 8, but only count to 4 for a Cha Cha or only to 3 for a Waltz.

Technically it's 1,2,3; 4,5,6 because the feet are not the same 3/3. 1 and 4 are not on the same feet. Although the rhythm is 3/4 the dance pattern is 6 counts.

It’s just preferences in each dance. We did only to 3 to be less confusing for new dancers. Typically we count to 6 in waltz.

Yes, it is a progressive outside partner; although it may always be called a progressive twinkle, some names just stick no matter what. A twinkle is a Promenade pos and in this move you are never in PP position, so it was clearly misnamed many years ago!
