You can try adding NaOH to the Bi(NO3)3 solution to make Bi(OH)3, and then use sodium hypochlorite to oxidize it to NaBiO3. That is by far the cheapest method

Here in Germany solid sodium persulfate is easily and cheaply to obtain. Taking into account that bleach is just a dilute solution of hypochlorite it's not much cheaper to use it here at all.

You can also make it from pumping chlorine into a solution of sodium hydroxide and bismuth trioxide which bismuth trioxide can be made from excessive heating of bismuth with a hot flame

Heating the reaction mixture may decompose the just formed bismuthate to bismuth oxide. Did you test the product if it's able to oxidize Mn2+ to permanaganate in sulfuric acidic solution already at room temperature?

Idk if you take requests, but maybe try synthesizing ammonium tetrafluoronickelate? Apparently the dihydrate can be made from nickel hydroxide dissolved into a solution of ammonium fluoride.
