If an elimination reaction like a dehydration works using phosphoric acid, would an ether condensation reaction work with phosphoric acid as well? It would be huge to be able to make ethers without having to sacrifice (in my country) hard to get sulfuric acid

For making ethers you can use anhydrous zinc chloride instead. For lower alkenes you can simply drop the correspending alcohol into a melt of anhydrous sodium bisulfate or lead its vapors over heated aluminum oxide. All these methods are also suited to avoid the formation of toxic or even carcinogenic esters with mineral acids as byproducts. Speaking of unwanted side effects: hot conc. phosphoric acid is very corrosive on glass, too.

Phosphoric acid etches glass, so it wouldn't be convenient to use it instead of H2SO4. It might work with certain ethers e. g. diethyl, but I'd pick sulfuric. You can purify the acid via simple heating to remove any remaining tar and water, and the loss of acid is negligible.
