Because then the stadium would be way smaller and have less detail. I believe at that legoland every build uses those bigger figures for scale.

All Legoland models use these figs/scale I think. They’re older than mini figs in most cases and are just traditionally iirc. They don’t age in the sun as bad too if I had to guess since they have no prints.
