My opinion is Yes. As features are planned and designed for an iteration, that's when the testing begins. This may be just thinking through the feature and how it will be used, and identifying issues or possible performance or usability issues--but anything you find in early phases is significantly cheaper to fix than if it's identified later in the process.

I found two explanations: 1. Defect clustering in software testing refers to **a non-uniform distribution of defects throughout the application**. It is instead concentrated in a few select areas of the application. This is true, in particular, for large systems, where errors made by developers change in size and complexity 2. During testing, it may happen that most of the defects found are related to a small number of modules. There might be multiple reasons for this like the modules may be complex, coding related to such modules may be complicated etc. This principle applies the Pareto Principle to software testing: around 80% of the problems are found in 20% of the modules.

Complete Exhaustive Testing is not possible because it is not possible to cover all the test scenarios but still testers try to cover as many possible scenarios for software and the faults which remain in the software are very minor and can be ignored as they do not drastically affect the functionality of the application.
