Ok so as a Noachide (Imagine Judaism but for a gentile), there is a council of angels with Hashem (G-d), the angels come one by one and accuse people, one is chosen by Hashem and sent out to the world to do evil. He doesn't rule a hell, no good G-d would torture people, in fact if He did you would have a moral obligation to oppose Him and the devil at once.
