Why does the final boss stand still?

He glitches out like that sometimes if you get to him fast enough on floor 4/4.

tldr; no voicelines from floor 4 play, so no activity from npc's in said floor happen until the previous ones finish. At least that's my theory.

@@Digidadda This also tends to happen in repair the shelter if you activate the mission quick and get the construction bots early, which causes the timer to come up a little earlier (showing the proper 20 minutes timer, which normally doesn't appear until 30 seconds to a minute have passed, right at the tail end of the voicelines that normally play).
