I think the shield needs a cooldown or a limit to the amount of time u can use it. That or make it a total support build and not let them use an smg with it. I doubt we ever see another decent PvP patch tho. Classifieds and stuff like the house made it impossible to balance.

D3 is a support build anyway & even before CL gears you were able to use a SMG with the D3. But have to agree CL gears ruined the PVP in the game. 1.6/1.7 were the best for PVP IMO.
