4:00 why do we use row 2 and not use row 1, -r1 + r3 is still 0 but it’ll give different answer for l

Good question. By using R2, we don't lose the 0 in column 1 in R3. If we use R1, we would lose the 0 in column 1 R3. You can technically use any two rows, but we don't want to lose 0's in the process. Whichever rows we use, it should not affect the answer as long as the row operations are performed correctly.
