You really need to look into Brave new world and the purpose of Soma within that book. Soma is central to the books plot and premise , and I think it will give you a greater insight into this song. For example, the feel of the song being dreamy, seems more to correlate to the haze of the drug, It is a "happy drug" encouraged by the government to induce escapism and complacency in its population. This is a cautionary tale, the lullaby you reference is even in the book, whereas people are fed hypnotic messages in their sleep.

"Opiate of blame" is actually quite relevant. Some people blame others for their own mistakes. Why they do that, is their opiate. The promises made of Tin is something that is probably more relevant today (gotten worse) than that time. I've said it time and time again.. 20 somethings people write the best stuff. I'm just glad I'm still around at the age of 47 to savor it.
