For the minigame, you're supposed use the sources of water at the top, since they make the characters placed on those tiles create whte clouds when they hit enemies. That was the mechanic of the 2nd tutorial.

There are more puzzle stages after you beat that one, and would be pretty funny see you trying to beat them. Also, they cost no sanity so they are free.
