Madge Sinclair played the unamed Captain of the USS Saratoga in Star Trek IV: The Voyage Home which came out in 1986, so she was the first black female on-screen Captain.

Sonequa Martin-Greene was the first full time Black Female Captain 'although' let's give some credit to Ursaline Bryant. She played Captain Tryla Scott, who was a character from Star Trek: The Next Generation. She was described as the person who became captain the fastest in Starfleet history. Another black female captain of note was played by Debra Wilson. She played Captain Lisa Cusak, a Starfleet officer stranded on an alien world by herself, after her ship, the Olympia, has been destroyed. Even though it was only her voice acting, it was a significant role and a defining moment in DS9's series. Just for thought...
