If you’re saving admin for an idea group and can’t afford to full-core provinces, you should still state them and leave them at half-core, 50% autonomy is 5x the manpower tax etc of 10%…

Have you considered Japan for this series? Their mission tree is... strange. But very extensive too! If you want to put a twist on it you could complete the entire daimyo tree first, but I feel like that's an incredible amount of bother.

The state with gold has the most mil dev in a single province at the start of the game, remember DDRjake pointing it out. Stronghai is one of my fav nations, always made them a March when I played elsewhere.
