Thanks to the tools that the community made. I grab the vgm that deflemask outputs and then i use a Converter to s1 sound format called vgm2smps.

@@hamexd no problem. i dowloaded vgm2smps but it not loading for me for some reason. Is there a way to fix this issue or does it run on a particular windows version?

From what I can hear, Green Hill Act 1 and 3 use a remix of Green Hill Act 2 from Sonic Mania By IsabelleChiming. Act 3's version is pitched down. Act 2 is a remix of emerald hill act 2 from Sonic 2 HD by Noxnox8413.
